Microsoft Volume Licensing agreements are refreshed annually. Microsoft Open License was refreshed on December 1, 2011. Microsoft Select Plus, EAP, Microsoft Enrollment for Core Infrastructure (ECI), Microsoft Enrollment for Education Solutions (EES), and master Microsoft Campus and School Agreement (CASA) were refreshed on October 3, 2011. Microsoft Enterprise Agreement and Microsoft Enterprise Subscription Agreement were refreshed on July 4, 2011. This year’s changes help clarify language, align different Volume Licensing agreements, and implement significant program enhancements that make it easier to include Microsoft Online Services, simplify licensing, and improve the customer and partner experience. As of January 1, 2012, external user access to Microsoft SharePoint Online multiple-tenant through Share-by-Mail are available for no charge as part of a limited-time feature preview. SharePoint Online Share-by-Mail allows customers to share SharePoint sites with external users who are not required to have SharePoint Online user subscription licenses (USLs) assigned to them. As of November 1, 2011, the Microsoft Services Provider License Agreement (SPLA) and SPLA Essentials programs merged, and no new SPLA Essentials agreements are being accepted. As of January 1, 2012, SPLA Essentials partners that do not move to a SPLA are required to report their usage through the Microsoft Order Entry Tool (MOET). As of October 1, 2011, a new requirement must be fulfilled to attain the Gold Volume Licensing competency, to ensure structured customer engagements throughout the life of the three-year Enterprise Agreement. As of November 1, 2011, three new appliance SKUs for Microsoft SQL Server 2008 R2—SQL Server 2008 R2 Data Warehouse Appliance, Business Intelligence Appliance 2012, and Database Consolidation Appliance 2012—are available through Volume Licensing. As of October 29, 2011, a new version of the Microsoft Online Subscription Agreement (MOSA) is available for Microsoft Online Subscription Program (MOSP) customers that are acquiring Microsoft Dynamics CRM Online, Microsoft Office 365, Windows Azure platform services, and Windows Intune. Key changes include:
- Revamped structure that helps improve overall readability, including making it easier to find ancillary documents.
- Streamlined agreement summary at the top of the document.
- Policy adjustments.
- Updated cancellation policy (early termination fee option), terms (including trial terms), and definitions.
- Minor adjustments to accommodate annual billing.
- Additional Microsoft Dynamics CRM Online and Windows Azure content.
As of January 1, 2012, Microsoft Independent Software Vendor Royalty (ISVR) Licensing Program partners should refer to their local ISVR price list on explore.ms for all orders of ISVR Licensing Program SKUs. Microsoft Operations will apply the new price list to all new agreements with a start date that occurs after January 1, 2012.
As of October 1, 2011, the PUR and SPUR documents have been significantly redesigned and reformatted to improve readability and ease of use. View the FAQ about the improved PUR design. This is a design change only; use rights have not changed, except those that changed as part of the regular update cycle.

Windows Thin PC provides a low-footprint, locked-down version of the Windows 7 Enterprise operating system that enables organizations to repurpose the PCs they already own as thin clients, thereby reducing the need for new thin client hardware. And because these PCs retain their current Software Assurance coverage, they do not need additional Windows Virtual Desktop Access (VDA) licensing for Microsoft Virtual Desktop Infrastructure (VDI).

As of November 16, 2011, your Enterprise Agreement and Enterprise Subscription Agreement customers can use the new Microsoft Volume Licensing Services Center (VLSC) license reservation transaction—located under the Licenses tab in VLSC—to create, cancel, and manage entitlement adjustments. The VLSC license reservation transaction enables customers to create a subscription for eligible cloud products for which they have received a future price quote or for additional seats of products that they have already acquired, while deferring ordering and payment until their true-up or annual order. In addition, you and your customers can place a license reservation request to migrate from on-premises assets to the cloud without a purchase order.
